Hi Melissa,
No, I think it means that having found spread of the cancer to other parts of the body, they would remove the secondary tumours and simultaneously give chemotherapy.

I read the abstract....I am not quite sure I understand this. Does it mean that they would remove the bladder of those with metastasis?
