Of course it could be cancer, but it could not. My father had a benign polyp. They do occur. I had cancer, but it's been almost 7 years. So don't jump to the worst case scenario.
You can do a biopsy in the office, but it would be pretty hard to do a complete removal including muscle tissue for staging in the office since the bladder isn't anesthetized. The need for in hospital does not imply that the urologist thinks it's worse than he's saying.
